We are not using .dsp and .dsw files anymore. Did you try the new build system? Try running buildconf.bat in the root dir. First, the ext/tidy.dsp is not included in the main win32/php_modules.dsw workspace. Second, HAVE_TIDY directive is not included in pre-processor directives [by default].
