Bug confirmed on FreeBSD 4.6 with php 4.3.0. Totally random it seems. PHP is today's 4.3.0-dev snapshot, but a 4.2.3 release had the same behavior. Sometimes the error message reports the open_basedir of another unrelated virtualhost. The problem _never_ showed up on OpenBSD 3.1/3.2 + Zeus + PHP 4.2.3 with FastCGI on a very similar setup.
