the php package are compiled with '--disable-cli' option ( checked via 
phpinfo() 
).
so there is not 'php-cli.ini'.
and making changes of '/etc/php/php.ini' affects both behavior.

can 'Zend Multibyte Support = disabled' affects the loading mbstring from 
php-fpm 
?

php-cli will prefer php-cli.ini, plz check your php inis.

>From the command line, I can use the functions of mbstring like,

$ret = mb_detect_encoding("this is a test");
// do something with $ret

It does well. I can get the right result for $ret.


but if I open the same file from the browser via web server ( NginX + php-fpm ),
it errors 'mb_detect_encoding' function does not exists.


I use the same php and php.ini in both command line and php-fpm.
( checked with phpinfo() )
and compiled php with '--enable-mbstring'
( also check with phpinfo() )



I think there must be some bug in php-fpm when it executes scripts.

Test script:

echo "result:", function_exists('mb_detect_encoding'), "\n";
?>

Expected result:
----------------
result: 1

Actual result:
--------------
result:1  <--- in command line
result:   <--- in browser
