I know but a difference of 1:9 is not normal. This might be not a real bug but
has to be kept in mind when working on the code. I think there could be done a
lot of optimization.
Where to put an issue like that when the bug db is not the right place?

Comparing PHP 5 with PHP 4 is like comparing apples and oranges. This is
inherent problem in Windows, not a bug.
