If I launch a python server on the same port, it works in Opera. I am not seeing any request from Opera in the console while the server is running. I tried to debug the problem with an Opera employee and we couldn't find the problem on Opera side, it seems that the problem is on PHP side. (I will forward this bug number to him so as that he can get in touch with you in case you need to interact with Opera directly).
