A simple reproduce case for this,
Linux:
php -r '$s = "hello123world456"; $m = "fl\t\eh "; var_dump(strspn($s,$m));'
int(1)
Windows:
php.exe -r "$s = \"hello123world456\"; $m = \"fl\t\eh \";
var_dump(strspn($s,$m));"
int(4)
It looks somehow related to the bug 61813.
