Ok, could you say why the problem no occur with the RC1, RC2, RC3, RC4,
but occurs with RC5 and RC6 last dev?
I tested on Win 32 and Win 64 after system reinstall.

I use Apache 2.2.21 VC9.

It works perfectly fine. Your configuration certainly contain DLLs from older 
PHP 
versions or missing some in your paths.

It is the same with the header function (#60737).

This tool works on Win 7 only as (Analisys only) mode. 
"Options and settings" tab looks otherwise.
There is no "Add a rule" button.

Please update the handbook as soon as possible.
