Since there are no objections, I went ahead and assigned this to myself. I
also updated the version to reflect that this issue is still present in the 5.x
branches.

I just stumbled upon this really old (and still open) bug from PHP 4 while
Googling this very issue on 5.2.17.
Has this ever been addressed? If not, was there any pressing reason why or is
it just not a priority? If the latter, I could probably take ownership of this
if nobody has any objections.

But axps only does this if the "-a" flag is specified. Just
drop that.

This is not something that PHP does, but the apache "APXS" tool. If you want to
prevent that, either don't use "make install" or make a static module for PHP.
