Bug description:--with-config-file-scan-dir and ~ 

Description:

Compile with "--with-config-file-scan-dir" has a problem accessing the
user's home directory via "~"
After you compile with the "~" "--with-config-file-scan-dir =
~/.php/php5.d" always goes to the /root directory (Scan this dir for
additional. Ini files /root/.php/php5.d).
PHP is run with user privileges by mod_fcgid and suexec.
I tested PHP 5.3.8 and PHP 5.4RC4, but there also is not checked "~".

Currently works only yes "export PHP_INI_SCAN_DIR
="/home/USER/.php/php5.d""
Will it be possible to use ~/?
