Are you sure you are using PHP 5.3.3?  I just tested your code here and
it works 

fine on PHP 5.3.3/Centos:

PHP 5.3.3 (cli) (built: Oct 20 2010 15:24:49)

php > var_dump(filter_var('b...@vip.163.com', FILTER_VALIDATE_EMAIL));

Description:

the b...@vip.163.com is truly email address, but fiilter_var didnot think
the email is valid.

Expected result:

Actual result:

bool(false)
