Check the config.log file why that check fails. And before running
configure again, delete config.cache!

Got this error on 2 different pgsql versions.

8.3.7 and 8.1.17
8.3.7 installed from yum repos.
8.1.17 from source.

configure returns: 
checking for PQcmdTuples in -lpq... (cached) no

what could possibly cause this?
tried many different versions of libpq... nothing.

PHP Fatal error:  Call to undefined function  pg_affected_rows()
