i have same problem with php-5.2.8-win32-installer.msi
is this case solved ?

agree ....

destination: C:\Program Files\PHP\

choose Apache 2.2 Webserver setup

Apache conf dir: C:\Program Files\Apache Software
Foundation\Apache2.2\conf\

accept default features ...

Install !

Expected result:

PHP should be installed and configure my Apache 2.2 httpd

Actual result:

I have screenshot for you ....

After the progress bar seems to be completed a error occurs.

Its a message box with this message:
"There is a problem with this Windows Installer package.
A script required for this install to complete could not be run.
Contact your support personnel or package vendor."
<OK>

thats all.

When i try to deinstall the same error occurs and i cannot deinstall.
Only way is to delete the PHP-folder and then the deinstall works.
