Bug description:  [sysvmsg] msg_get_queue always creates queue

Description:

For a client server application it would be very useful, if msg_get_queue
can be told not to create the queue.

If the server part is not running and thus there is no queue, the client
creates the queue via msg_get_queue believing to be able to communicate.

Of course there are means to tell the client the server is'nt there, but
it would be by far easier to use an optional paramter to tell msg_get_queue
what to do in case the queue does not exist.
