Bug description: strtoupper() doesn't work with danish letters: æøå
Description:

The function strtoupper does not work with the danish letters æøå. Here is
an example:
<?php
echo strtoupper('abcdefghijklmnopqrstuvxyzæøå');
?>
Outputs 'ABCDEFGHIJKLMNOPQRSTUVXYZæøå' when it should output
'ABCDEFGHIJKLMNOPQRSTUVXYZÆØÅ'.
Reproduce code:

echo strtoupper('abcdefghijklmnopqrstuvxyzæøå');
?>
Expected result:
----------------
ABCDEFGHIJKLMNOPQRSTUVXYZÆØÅ
Actual result:
--------------
