Bug description:  rfc1867 handler newlength problem

In main/rfc1867.c, line 928, newlength is initialized to 0.

Shouldn't this be new_val_len?

Currently if your form handler does nothing and always returns SUCCESS,
all the viables get set, but with 0 length strings.
