Bug description:  make install fails with --disable-cli

Using --disable-cli in the configure line causes "make install" to fail
with:

    /usr/lib/crt1.o: In function `_start':
    /usr/lib/crt1.o(.text+0x18): undefined reference to `main'
    collect2: ld returned 1 exit status
    make: *** [sapi/cli/php] Error 1

Taking that out of the configure line solves it (but, of course, makes the
CLI).
