It's perfectly correct. The current development version is at 4.3.0dev
already.

Documentation for fsockopen
(http://www.php.net/manual/en/function.fsockopen.php) contains the
following paragraph:

"As of PHP 4.3.0, if you have compiled in OpenSSL support, you may
prefix the hostname with either 'ssl://' or 'tls://' to use an SSL or
TLS client connection over TCP/IP to connect to the remote host."

Obviously, since PHP is only at 4.2RC1, the version number mentioned is
incorrect. A minor thing, but still incorrect...
