Bug description: REMOTE_USER

anyone know when
REMOTE_USER is not empty?

Tried to capture it in a Solaris/Apache server, only got REMOTE_ADDR
pointed to the remote IP, REMOTE_USER always empty, tried it in perl, in
PHP, always failed to get anything.

Are these controled by my local windows/browsers or apache in the server?
