We were disabling triggers as the owner of the table just fine, no
SUPERUSER involved. So is the doc out-of-date?

PS: By mistake... We were ALTER TABLE {}.{} DISABLE TRIGGER ALL
  when we meant ALTER TABLE {}.{} DISABLE TRIGGER USER
