Yes, this is how this should work. First install/upgrade the backup system, and set the old protocol version. They should sync just fine and you should be able to switch their master/backup roles back and forth. Once you have both systems on FreeBSD 14.3 you can force the 1400 version of the protocol on both systems.
1400 because there have not been any more changes in the 14.X branch, the next version is 1500 for FreeBSD 15.0.
