I'm facing another problem with the same scenario now but I have no reasons to blame PF at the moment. When fragmentation is involved, I can't send data successfully through the tunnel. If I limit the size of each chunk of data, so it will not fragment, it works fine. If the outer tunnel is TCP (the same configuration that prevented the panic for me) it also works fine.
