No, it was published. It becomes effective when it is implemented by
developers and enabled by administrators.
Now first I looked at where I would need change code to just acomplish

Which is a terrible thing to do, especially when DNSSEC is involved.
So just a grep at "ANY" made me realize it's a whole lot of codebase
that could be cleaned up
(in all the seperate backends).
No - dropping support for ‘ANY’ DNS queries would involve no changes
to the backends. PowerDNS uses ANY queries internally, even for DNS
queries that are not ANY.
