I was curious as well so under the assumption that the Ubuntu maintainers do
not edit our version number:

Which confirms what Brian said: it is version 4.1.1 packaging version 1.
Like others suggested use https://repo.powerdns.com/ if you want the most
recent and up-to-date versions. This repository is updated with every new
release.
