(Special thanks to Don who gave such a great reply*. Unfortunately in this
case I don't think I can use a masking technique - if it works out you'll
see why.)

You'll need a shutter speed slower than the refresh on the monitor, i.e. 
1/60 or slower.
If the image on the screen is moving, you don't want it TOO much slower, 
so maybe 1/60 or 1/30.
If it's a still image, anything slower than 1/60 should work just fine.
I tend to wind on the film in my cameras by taking pictures of my 
computer desk, so I have quite a few CRT pictures kicking around :-)
