UK public phones required payment _after_ connection. There was a small pause between connection and the noise to make payment, to allow the callee to recite their number so that the caller knew they were through to the correct one. Just enough time to get a terse sentence out with necessary information. I rarely had to pay for a call until I got to university and had to make the usual grovelling begging ones.
