You are deeper into the code than I have ever ventured, but I know that Adobe needs to decode the so-called Makernote-tags in EXIF to extract info about lenses. I know from experience that some lens codes between Sigma and Pentax overlap, so maybe the .dll contains code to try to discern between lenses based on multiple tags. That would at least explain why the brand names show up in a pre-compiled library. It would not surprise me at all if the large brands have implemented lens-ID encoding in such a way as to be unique, self-contained, and by such and algorithm that the lens names can be extracted without ambiguity. Take, for example, a look at how the Canon lens-IDs are sorted in EXIF here:

I noticed that there are lensnames for Pentax, Sigma, Tamron and some more brands, but not for Canon or Nikon. My question is: how is the lensnaming for Canon and Nikon applied in Lightroom, is there another system than applied for Pentax?
