Fragmentation isn't a thing on the Mac but yes 196G free shouldn't cause even 
the slightest problem.  My whole SSD is 256Gb with about half of that free.

I couldn't really speculate on what's actually causing the trouble... I might 
be inclined to agree with Paul.
