it seems there are several doves with a similar coloring and neck mark, so it's not just a matter of local naming; based on location and the red eye, it should be one of these two:

Streptopelia decaocto is what iBird Pro told me — Eurasian Collared Dove, and the most widespread candidate:

S. risoria, Barbary Dove or Ringneck Dove is not on iBird's list, but according to various sources it is a domesticated species, and it does look similar; it is not as widespread as S. decaocto; some people think it was domesticated from S. decaocto, but most think it came from the African S. roseogrisea centuries ago; here's more from Pigeon Talk:
