Interesting enough, that along with the meaning you implied, it gave links to dictionaries showing yet a different meaning, e.g. http://www.macmillandictionary.com/us/dictionary/american/cub-reporter
So, I thought it's an interesting, sort of "double-[edged]-s-word" expression. 2.
