Well, I guess that depends on the dealer. First time one didn't honor his
warrenty would be the last time he ever sold anything to me. That said, I
have never had an over the counter dealer refuse to fix, replace, or refund
on a defective item though often I had to talk to the manager, or owner
before it happened. After I had learned it the hard way, I came across the
advice, "Never accept NO from someone who does not have the authority to say
YES".
