Well first it is not my monitor I have a new HP monitor and a new HP computer so both are working properly. I played around with CS5 a bit later than I should and really did not want to wake up this morning. Whatever settings I changed seems to have done the trick and now in it I do not see any banding type pixilation across the blue sky.
Now tomorrow I will however take the advice given and change my settings to natural and see if that corrects the issue due to me having it set to vibrate. Thanks to everyone that has commented and has done their bestest to help me with this issue. I am glad that I joined this nice group of people and do appreciate all your input.
