That is the lifeguard station at "Big Beach" at Makena, on the island of Maui. Obviously, that stand is used year round, and is designed to provide protection from the tropical sun. It also has the height to visually control a very long beach, and to see quite a way out to sea, to maintain contact with surfers, paddle surfers, kite surfers, windsurfers, and kayakers, as well as swimmers and snorkelers.
