We got off pretty lightly in September.  We had a similar issue with the power 
being out in large areas of the city so the cell towers shut down after a few 
hours as the batteries went flat.  But we had power restored to most places by 
the end of the day and the underlying network was almost undamaged.

I had a tour of our central telephone exchange a few years ago.  There's a lot 
of thought gone into minimising the impact of natural disasters as 
communications is about the most vital of services in such a situation.
