The magazine that list-member Dario writes for, /PC Photo/, appears to be excellent in regard to both technique and equipment. The downside is that you have to be able to read Italian. Dario's reviews are exhaustive and highly detailed. The rest of the content is equally detailed.
My favorite magazine for technique is /PhotoShop Professional/. It's not a photography magazine; it's a post processing magazine. But the information is spot on. Best in the business.
