They're promoting it as a way to achieve the infamous fake miniature
effect, which I think is a fad that has run its course. However,
there's no reason it can't be used to enhance DOF rather than destroy
it, in which case it's an interesting proposition when compared to the
expensive German tilt/shift lenses recently announced (by Schneider?
or was it Rodenstock?).
