Oh, Crikey....I think we've been down this road before...

Auto racers might just as well ask: do new engines make use better
drivers? Or are we just motorheads?

a) The two are not mutually exclusive.
b) As far as the image quality is dependent upon the camera, better
cameras (usually newer, in the digital/tech age) allow a photographer
to make better images (with the same skill set).
c) However, as we all know:
          1) image quality is Subjective
          2) a competent photographer can take good images with just
about any kind of equipment (with an understanding of exposure,
composition, and the ingredients like depth-of-field and shutter speed
if the equipment allows such exposure modifications)
          3) not all image quality is dependent upon the CAMERA itself.
