Sand at Palm Beach is finer and softer than most other Sydney beaches, so with some damping and packing tight it would set very hard. To make a sculpture like the elephants they would probably build up an oversized hard packed block in advance and carve out the shapes as if from stone, not try to build it up from ground level like a clay sculpture. I've seen a documentary of a commercial sand sculptor in the USA who precast his sand in highly compressed blocks with a little cement in the mix, so that they'd last for months. However these were just sand.
