No; it's in the former East Berlin.

According to the Michelin Green Guide, it was "named after Frederick William 
I's 'Gens d'Armes' regiment."  

I agree with the Green Guide that it is the most beautiful square in Berlin, 
not that one can tell from this shot! (which was taken for amusement rather 
than Art).
