If the step is recorded in the wrong order, you can drag it to where you want it. On the right side of the Actions pane, click the toggle and in the drop down uncheck button mode. Go to the action you want to modify and expand it. Drag the step you want to alter to where you want it to be. If the step has been ommited, then open a file, highlight the start of the action you want to modify (uncheck button mode), hit the record button, record the step you want to add, then hit the stop button (buttons are located on the bottom of the action pane). Close the file without saving the alteration and you are done.
