So I decided to work with the problems in the image, and did a B&W conversion. I lightened the mid tones and emphasized the Red channel first then converted using a the red filter option, then hit the converted image with the slightest amount of Gaussian Blur to try to replicate the feel of a IR photo. I think it does kind of look like that.
