That is more likely to be dust on your slides, not in the equipment, given how nicely in focus it is. If the dust is in more or less the same spot and the same shape on every scan, then you can blame the scanning equipment, otherwise, it is your slides in need of cleaning. I've never felt it to be fair for customers to bring in dirty slides and expect us to clean them, though if the order was for only a couple of scans then it isn't so bad. Mounted slides are not as easy to clean as negatives and very few labs now have either the time or resources at their disposal to clean them.
