I it were unix/linux a simple script would do it, in windblows I have never found a simple way to do it. Maybe someone will come up with one, so I will watch this thread.
I have a program (freeware, I think) called winmerge that can do some interesting things like compare files and merge in the ones that are missing. That I think can do what you want, but he interface is not what I would call easy to figure out.
