Not correct, but I suppose this particular urban legend will never die.

Tokina designed the optics of the 12-24.

Pentax designed the optics of the other lenses issued jointly until now. 
Pentax holds patents on these designs.

We don't know yet who designed the optics of the 11-16, but I suspect it 
was Tokina. (Nice to know Tokina still employs at least one optical 
designer.) There will be a DA 11-16 F2.8, but not for a while.

Each company designs their own lens bodies, and assembles the lenses. It 
is not advertised, but Pentax grinds, polishes, and coats the optics for 
the Tokina versions of the lenses. Both the Tokina and the Pentax 
versions have the same coatings.

By allowing misinformation such as the quotation above to proliferate on 
the internet Pentax has harmed its reputation, IMO.
