The best kept secret in the photo world for collages and page layouts is FotoFusion. Download a trial and check it out - The rendering engine is excellent and if you can limit your sizes to max 13 x 19 @ 300dpi the "Enhanced" version should work well for you. If you want to render anything larger than that you'd have to move up to the "Extreme" version.
