Yes, it is limiting ... you have to work the scanning application's controls carefully to acquire as much data as you can when the quantization space is small. 8-bit scanners also typically have smaller dynamic range. That said, I worked with 8bit scanners for several years and managed to get some excellent quality scans from B&W and color prints.
