Sale of "spirituous liquors" is controlled by state government. ABC stores are where you buy hard liquors. http://www.ncabc.com/ Whether to have an ABC (Alcohol Beverage Control) store is a *local* option. If your town is dry, and you want it wet, you can get up a petition and if you get enough signatures, have a local referendum added to the ballot for the next scheduled general election. If enough of your neighbors agree I've heard of people getting petitions to go the other way, wet to dry, but AFAIK, no one has yet managed to gather enough signatures to actually have it put to a vote. There are a few small towns, possibly even one or two whole counties that are officially dry. I lived in one such for a while. Randolph County and Asheboro, NC are dry, but two adjacent towns within the county have opted "wet", and have ABC stores, beer and wine sales in the grocery stores, and some social establishments serving alcohol. Meant driving all of 5 miles or less to buy beer or wine.
