fisheyes have focal lengths that get smaller off axis. the stated focal
length is the center region. a 16mm may not give any more overall angle
of view than a 17mm from corner to corner.

Fisheyes don't work that way.  I think the diagonal corner to corner 
coverage of the 16mm is exactly the same as the 17mm.  But I can't find 
where I read that at the moment.
