If you're using Lightroom, you do white balance correction in exactly  
the same way regardless of whether you're working with a RAW, JPEG,  
TIFF or PSD file.

If you're using Photoshop, of course you do white balance correction  
in Camera Raw with RAW files using a similar eyedropper tool. For  
JPEG, TIFF and PSD files, I do white balance correction by creating  
an Curves tool Adjustment Layer and using the Curves pallette's  
eyedropper tools for black point, white point and gray point  
settings. I usually set up a set of 5x5 samplers before doing so to  
allow a little greater precision in setting the correct data points  
before doing the adjustment.

I'd shoot an exposure of a white/gray/black test target rather than  
just a white sheet of paper.
