NO, it wont prevent ALL illegal sales or importation from occuring (its not clear to me which or if both may be illegal in some way) but it would prevent the large chains from selling them wouldn't it? Well obviously I'm not a resident of the US so I'm not sure of what you mean when you refer to "the major retailers" but it's fact that there are a lot of retailers within the US that do sell non-region coded DVD players. Whether they are breaking laws in doing so surely is up to the government prosecutors.
