implement'.

It is really stupid.  Granted the industry doesn't want, for example, people 
in Europe buying the DVD of a US movie before it's done showing in the 
theatres in Europe.  The thing that should happen is, that the movie 
industry recognize we live in a global economy, and just start showing 
movies simultaneously around the globe.  Problem solved, no need for region 
codes.

In the meantime there are a fair number of British television series that 
are released on region 2 disks that are a long time in coming (or may never 
come) to region 1.  Which is why I have owned a multi-region player.
